Bills, a God of Destruction tasked with maintaining balance in the universe, awakens from a long
slumber. 39 years prior, the Oracle Fish foretold that a mighty opponent would appear before him,
the Super Saiyan God. Now, hearing rumors that a Saiyan defeated the galactic overlord Frieza, Bills tracks down this warrior, Goku. On King Kai's planet with his ally, the mysterious Whis, Bills proceeds to challenge Goku. Ecstatic over the new
challenge, Goku does not heed King Kai's advice and battles Bills, but he is overwhelmed and
defeated. Bills then departs in order to seek out more powerful adversaries on Earth.[2] Meanwhile, at Capsule Corporation, Bulma's birthday party is being held and the Z Fighters are enjoying leisure activities.[3] Piccolo sings karaoke, a drunken Gohan appears as Great Saiyaman,[4] the Pilaf Gang appears and they have been turned into children[3] because they gathered all the Dragon Balls themselves and wished for youth but Shenron made them a little too young, and a motorcycle policewoman comes to Capsule Corporation at one point during the party. The God
of Destruction's arrival erupts the party, and it appears that Vegeta already knows Bills.[3] Vegeta musters all of his excitement and casts aside his
pride to put the party's unannounced attendee in a
good mood, however, Mr. Buu eventually pisses off the God of Destruction.[4] Android 18, Tien Shinhan, Piccolo, Gotenks, Gohan, Mr. Buu, and Vegeta attempt to fight him and the God of
Destruction easily defeats them one after another. [3] Meanwhile, Whis enjoys sushi in a restaurant near Capsule Corporation, not even bothering to
watch the battles unfold. When the God of
Destruction slaps Bulma, it angers Vegeta and
gives him enough power to resist Bills. Later, Goku confronts Bills again and they wage an
intense battle in space, right above planet Earth. At
one point in the movie, the Z Fighters and their
friends summon Shenron with the Dragon Balls.
During the titanic battle, Goku transforms into a form beyond even Super Saiyan 3, the Super Saiyan God[5] thanks to the power of himself, Vegeta, Gohan, Trunks, Goten, and Pan (from
inside her mother, as she was not born yet),
fulfilling the prophecy once stated by the Oracle
Fish. The form gives Goku the power to resist Bills,
but he reverts back to his regular Super Saiyan
form due the form's time limit. However, he learns the form's godlike feeling, which allows him to use
Super Saiyan God's power.

Yeah, agreed, I think someone just pulled that out of his ass. It's always been two at the end. Also! In Movie 13, which fits into continuity, they only used one wish as well. Maybe offscreen they said "Shenron, please come back in a few months, we only have one wish for you!" like Goku did during the whole Majin Buu thing. And then this time Shenron only grants one wish :p See, I fixed it, there we go

Too bad the story is so-so, cause I think the story is pretty important actually.

It seems like a cop-out but regarding the three wishes, doesn't Piccolo say that because of the immense amount of revivals wished for in the Buu Saga that the Dragon Balls lost some power and only one wish can be made?

To make it clear to everyone! Shenron only grants TWO wishes at the end of Dragon Ball Z.

Yes it was Porunga. It was Dende on Planet Namek together with Kaibito (XD) and Elder Kaioshin and it was Muri who had already gathered all the Dragon Balls and upgraded them so that they could revive more people in one wish. Shenron only revived the people Vegeta killed in the stadium. The next wish was used (offscreen I believe?) to make everyone forget about Majin Buu.

(Think about it. Shenron can't grant the wish to bring back the Earth, because the Dragon Balls are on the Earth :p)
