You could assume he was lying because he is later seen fighting a Stronger form of Buu and holding his own. Say what you want about him being the "most dangerous" it's HEAVILY implied that he is stronger - from Kaio's fear of him being "unpredictable" is meaningless on it's own when taking it out of context (especially considering the other 2 forms of Buu attempted to destroy the Earth as well) to Goku and Vegetas comments.
Nothing stated from this point foward implies any sort of drop in power.
When the Boys first see Gohan, I could be wrong, but don't they mistake his power for Goku's? Also - since when were the boys a good gauge of power, when we factor in how they underestimated Majin Buu multiple times.
The Anime and the Manga both mirror eachother when the you stop trying to prove a theory that is obviously false.
You say that nothing implies any sort of drop in power, except that you go from Goku saying that he and Vegeta would both die fighting one form of Buu, to the next Buu that forms being even stronger than he is, and then Goku later confidently believing he could defeat Pure Buu on his own. That denotes a huge drop in power. It's quite clear that the statement about Buu's strength increasing was in relation to South Kaioushin Buu, not to Pure Buu, because they were scared of Evil Buu, even more shocked that his power jumped when he first transformed, then felt like their odds were good when he transformed again into Pure Buu.
You say that he's lying. Why would he lie? Contrary to what we see in the anime, in the manga, there's no indication that he really likes the idea of fusing with Vegeta and would lie just to do so. He even goes as far as to berate Vegeta a number of times for destroying the Potara (once right in front of Evil Buu), indicating that he felt Evil Buu was a dangerous enough threat that, if he needed to, he'd permanently fuse with Vegeta again. That indicates so much desperation on his part that there's no way he could be lying about it. You keep saying that he's lying about it, but you never give a reason as to why he'd lie about it. He has no reason to lie to Vegeta about their chances in battle, no reason to remove himself from being the lone hero if he were capable of doing so, but when confronted by Evil Buu within his own body he had every reason to feign strength tto try and bluff his way out.
Also, in regards to the other forms of Buu trying to destroy the Earth, at least theirs had reason to it. Evil Buu in both his forms attempted to do so out of boredom, because their desire for a good fight wasn't satisfied, so they were just going to do away with the planet. The reasoning being similar to what would have happened if Cell had won the Cell Games. Pure Buu on the other hand had no rhyme or reason to his actions. The very first thing he did after forming was to throw a ki blast down at the Earth to blow it up. There wasn't any reasoning with him or coaxing him to fight instead. His actions were unpredictable and uncontrollable, and Kibitoshin's dialogue even indicates that.

Now I'll go ahead and respond to what I know you're going to point out. In Japanese, there's no clear way of denoting singular or plural, so the absorption part, written as it is, can be read as both ways. However, given that we know there is a significant loss in power from South Kaioushin Buu to Pure Buu, the absorption can only be taken as being singular in reference to Dai Kaioushin.
