No, that's not said in the series or guides or anything. The Dragon Balls are created
--On Planet Namek, members of the Namekian Dragon Clan create “Dragon Balls”, magical artifacts which can grant any wish. Dragon Ball sets consist of seven balls, each one containing a different number of stars, and when all seven are gathered a dragon will appear and grant wishes. The East Kaioshin of the time fears the way in which the Dragon Balls confuse the natural order, and allows only the Namekians to use them, since they are the only ones he trusts to use them responsibly. He also warns the Namekians against using the Dragon Balls for the sake of other planets.
