Nope. Maybe to SSJ1 Vegetto's power, but he never went past that limit, so a 8 times stronger Vegetto could have defeated him.
Remember, they are comparing him to the strongest power they have felt yet, which doesn't include Vegetto's higher transformations, which have never been seen or felt before.
So any power comparisons or statements such as "this is the strongest ki we have felt yet!" only includes SSJ Vegetto.
You shouldn't be so fast with disregarding such things.
On-topic, I think that Vegeta's Final Flash was a pretty cool and powerful attack. I don't know the amplifier, but the contrast between how Vegeta was doing initially in the fight to the damage he dealt with his Final Flash was huge.

Possibly so but I have Beers and Whis quite a bit above SSJ3 Vegetto.

Omega Shenron and SS4 Gogeta at the very least are both stronger than SS3 Vegetto.

I think purely in terms of output based on the user's strength, the Shin Ki Kou Hou is the most powerful technique in the franchise. Tenshinhan was able to batter 2nd stage Cell around with it, despite being hundreds of times weaker than him. Even though the attack wasn't able to do any appreciable kind of damage, to at least have the power behind it to hold Cell down for a few minutes speaks volumes to its potency.

True, but the only downside is, is that we've never really seen it used on any major target outside of Freeza. With Cell, even after he saw the attack and had a chance to up his power (which was still higher than #16's strength), he still wasn't able to actually keep from being knocked back by it. With the Kienzan, its only real successes have been on targets that had their defenses down in one way or another (Gohan's Tail, Freeza's Tail, Gotenks Buu, etc)

Genki-Dama as it's pretty limitless. Just impractical.
Lucifer's Beam Cannon since it's an auto kill to pretty much most opponents.

EDIT: I just watched the movie and that attack requires some sort of gemstone from what I could gather. Besides something tells me it's a magic thing not a raw power thing.
