As for nobody recognising Piccolo, it might not be so strange as you think. Earth isn't just inhabited by humans, but all different sorts of demi humans, animal people, talking monsters, etc. It could be easy to just write off an assuming guy with a green face.

Yep, that makes sense. But I just like to think that Toriyama made it a gag that people couldn't recognize the demon king until his turban was blasted off. Also, the whole using a turban as a disguise thing was previously used by Goku before that tournament (hiding his Goku-ey hair).

Thing is that with Goku, he completely jumped in height. They couldn't recognize Goku because of how tall he had gotten. In the scene where they're searching for the Artificial Humans, people are just staring at Piccolo while backing off from him.
Actually, Kuririn only freaked out one guy since he landed right in front of him as he was on his hoverboard. Kuririn asked the guy if he saw anyone weird..to which the guy points and shouts at Kuririn.If you mean when they were looking for #19 and #20/Gero...well, they also ran away from Kuririn, because he could fly.
