So what exactly makes "Perfect" Cell perfect?
When Cell absorbs #18 all that really happens is that his appearance changes and he grows much stronger, apart from that there seems to be nothing special about his "perfect" form.

Well I also assume that his perfect form has a more efficient body design. Being more suited for battle basically. He's a bit weedy in his imperfect form and in his semi-perfect form he's bulky. In his perfect form he seems to have just the right amount of muscle to contribute to both speed and strength. I'd say his body also takes on a more aerodynamic design too.

Its probably in regards to power. With 18's and 17's reactors, he probably is self-sufficient in terms of energy. Meaning, he doesn't need to sleep, eat or drink or any other thing that beings do to maintain themselves. - Incredible hidden power.
- Efficient body design.
- All warriors abilities, techniques, cells, etc mixed with that great power. Regeneration is remarkable!
- Inspires fear and respect.
He is my most favorite villain in all DB and his 1st form is my favorite too!!

It might have something to do with the fact that he is comprised of the cells of some of the best races in the universe

Cell is a odd ball to be sure. To gain his Perfect form he needs two Cyborgs yet #8, 13, 14, 15, 16, 19 and Gero do nothing for him. Why are humans turned robot so important to his system and not a pure robot. I always wondered how Cell with Saiyan cells hasn't reached a SS4 like power level yet. I'm not sure what's perfect about him either.

Since #17 and #18's cyborg enhancements are almost all done via biological means, it allows them to integrate into Cell's organic system better I guess.
BTW, #8 is a cyborg in the manga.

Because he had attained the Ultimate body and reached absolute peak strength (before zenkai). His suppose to have all the skills,Techniques and traits of all the Z fighters and such. Thus making him perfect (Some how)

I actually prefer "Complete" as the translation over "Perfect" but I know that calling him Perfect Cell is a habit I will likely never break.

He has a "perfect body". Krillin got the honor of feeling it first. Krillin won't admit it, but he knew just the feeling he got from cell was perfect.

I always assumed that it was rather word-for-word: perfect means completed. The computer could not manage to finish Cell (maybe Gero had only a small number of parts and no spares so he used the best for 18 and 17 and the computer could not get anything similar but it needed it to make Cell according to some blueprint) so it sent him to search for the rest of the parts that he was lacking. When he consumed those precise parts, he was finished - perfect.
