7 years have passed. He merely turns 17 around the time of the Budokai.
Exactly. Roughly seven years have indeed passed, but Gohan's birthday is in May and the Buu Arc starts in April (which is when the Narrator says he's 16). By the time the incidents with Buu start occurring though, he has turned 17. So Toriyama can count just fine.
