In my head canon, Bulma became a tad jealous of Videl being pregnant, and convinced Vegeta to give her another kid before she got too old. "Thirty-eight" is already pretty late to be doing so.
So Pan ends up older than Bra, but with probably only half a year or so difference between them, the former being born late that year and the latter the next year.

The way Vegeta attacked Bills after he smaller Bulma there is no doubt in my mind that Vegeta got a reward that resulted in Bulla.

Or maybe Bulma was already pregnant, and Vegeta knew, which is another part of why he lost his shit at Bills.

Pan is officially a year older than Bra. It's never stated in the series itself, but the guidebooks have Pan's birth year as Age 779, and Bra's as Age 780. (Battle of Gods takes place in Age 778.)
At the same time, there is good reason for confusion. An error in Daizenshuu 7 (not corrected in Chōzenshū 4) lists Bra's birth year as "778" in her biography, even though it's 780 on the timeline. Everywhere else, including the GT Perfect Files, uses 780, so we can take that as her "official" birth year.

That's another inconsistency with Shueisha's timeline. They think GT and BoG are part of the same canon yet Bra is older in GT

.

Pan is 9-10 in GT. If Bra's younger, she is 8-9 years old. She isn't even hitting the double digits and she has teenagers hittin on her. Dat's f***ed up.

Maybe Bra has Progeria. Most children who have it don't live past the age of 13. It is very rare. Even more rare in the dbz universe. Maybe that's why Pan out-lived her. I'm being serious btw and not making jokes. I'm saying this because her being 8 and teenagers - Grown ups hitting on her. That's kinda weird. One of the few times I prefer Funimation's inaccurate decision and make GT 10 years later. Even still she's 13 - 14ish.

Correct me if I am wrong, but Bra's breasts are not developed at all, and there isn't any big difference between hers and Pan's height.
