Yes, it used a similar style(well, as said before, it was one more akin to SB anyway, but they're all similar), but it was still using new models, stages, animations, and most likely an engine too if they didn't actually used SB's one and instead replicated it. A lot had to be done from scratch.
But still, Burst Limit wasn't that great game. I finished the story after 2 days, and barely touched it after that. It didn't have many characters to have interesting fights with in VS mode, and I didn't have any reason to replay the same story just to unlock the stupid Drama Pieces. So yeah, fun game, but too small.
Now imagine if they wasted some of their time on adding more characters going up to the Buu Saga instead of focusing on the actual game mechanics and more significant features. You'd probably get less modes to enjoy and the story would be even more rushed so they could cram all the sagas in. And if by some chance one could deal with those rushed modes, the clunkier and broken gameplay would probably be the final straw. Excluding the lack of content, If everything else we actually got in Burst Limit turned out unsatisfying, just imagine how even more disappointing it would've been if it was a borderline broken, unfunctional game just because they wanted to spend time adding Fat Buu and company.
This is why the focus of quality over quantity is such an exciting prospect regarding Battle of Z. Because they have a lot more time. Even if in the end we don't get those dozens of costumes or enemy grunts some of us wanted, the gameplay itself is sure to be outstanding so long as they didn't screw up.
