I don't see how. Vegeta's Gallick Gun matched Goku's KK3 Kamehameha, which was higher than his own battle power, before he learned to control his own ki. Vegeta's normal punches and uncharged blasts damaged Recoome, and Captain Ginyu said that someone at 60,000 could one-shot Recoome. I think he's 40,000 at the absolute most.

I don't think Goku needs to be that much stronger than Recoome to one-shot him when he caught him off guard, it was explicitly said that Recoome left himself open. Even so, 40,000 would be the max I'd put Recoome at (30,000 being the lowest amount I'd put Monster Zarbon at). I just think that Vegeta's hits wouldn't have had any effect at all if he was stronger than that. There should at least be a bigger gap between the hypothetical Ginyu stomper and the Ginyus than there is between Vegeta and Recoome.

I wouldn't think so. I think they're under the impression that a 75% gap should be more like Cui vs Vegeta than Vegeta vs Recoome. Recoome would have to have relatively shit durability for Vegeta's hits to damage him when he's as high as 45,000, and I don't think the story implied that at all. If anything, Krillin and Gohan (and even Jeice) implied that the gap was SMALLER than Recoome was making it look, and that it wasn't natural for him to just get back up after all those attacks.

I don't remember Vegeta damaging Recoome with anything but his Final Crash and upside-down blast, which could both plausibly damage Recoome with a huge gap (being a charged attack for the first and point-blank ki blast for the second).

He seemed to bloody or scratch Recoome with punches in his initial barrage.
I'm not sure why a point blank ki blast would be any more effective than a normal one, or a punch.
