Who would you like to see animating new Dragon Ball?

Eh? That was one of the best fights in the series. Wakabayashi Atsushi's directing was genius and the key drawings from Yamashita Shingo (who did that cut in the gif you posted) was amazing. Yamashita did the first six or seven minutes of Naruto Shippuuden episode #167 all by himself in flash. Key animation, in-between animation, and even finishing effects. Do not confuse off-model with 'inherently bad'.

That gif you posted of Rock Lee is done by Matsumoto Norio, one of the greats of the industry. Matsumoto has a long history with One Piece, contributing a vast amount of key animation to the franchise in just a few episodes.
According to Norio's entry on the animation wiki (Japanese site that has articles on popular animators and stuff), here's his work in Naruto so far:

Naruto 30: Entire first half
Naruto 48: First half only, from the point after Lee says "Let's try it out (or something like that)" until the end of the first half.
Naruto 71: Entire first half
Naruto 133: From the beginning of the first half to the point where the fighting stops and the flashbacks start. Every action scene during the second half.
Shippuuden 85: Second half only, from when Shikamaru activates his shadow jutsu until Kakuzu reforms from the puddle of water and rushes at Kakashi.

OP1: Scrolling shot of Sasuke, Sakura, and Kakashi fighting random ninja.
OP3: Shot of Naruto standing in the river.
OP4: In the first version, just the shot of Jiraiya and Orochimaru. Then all the animation added to the opening when it changed about halfway through the OP's run is also Norio.
OP9: Shot of Naruto's silhouette facing left and kicking.
OP12: Scene of Asuma fighting Furido in the first version. The scene of Asuma fighting Hidan in the second version.
OP13: Same scene of Asuma fighting Hidan as in OP12.

Movie 2: Scenes during the final battle such as Naruto's mass shadow clones and shuriken throwing.
Movie 3: Almost all scenes of Naruto's, Sakura's, and Lee's final battles.
Matsumoto also worked on Naruto Shippuuden episode #123, provided the last six or so minutes of key animation for episode #167 (from Pain's Chibaku Tensei to the end of the episode), and also did a quick section for episode #290. It would be really awesome to see Matsumoto Norio work on Dragon Ball, but he doesn't work much with Toei Animation.

Believe it or not, I wouldn't mind an American company like Dreamworks or Universal doing it (for a CGI adaptation), as long as the character designs were at least close to the original, and the story was (if not identical) at least "Toriyama-esque".
I wipe it off the tile, the light is brighter this time, everything is 3D blasphemy.
My eyes are red and gold, the hair is standing straight up, this is not the way I picture me.
I can't control my shakes, how the hell did I get here? Something about this, so very wrong.
I have to laugh out loud, I wish I didn't like this. Is it a dream or a memory?

If its a american company I wont settle for anything less than the animation team behind Avatar The Last Airbender and The Legend of Korra. If you have seen Korra in blu-ray you know it trumps even most high end animes in terms of animation quality.

The Legend of Korra has a relatively high number of drawings but I've seen been too impressed by the animation. Some of the storyboarding is good, but the project over all still feels very immature. Jaoquim Dos Santos (the head storyboard artist for the series) is still learning to make high-quality works and it shows, especially in some of the early and later episodes. There aren't any particularly skilled animators working on the project, either. You can give Studio Mir nine months to produce animation but if the animators nor director are skilled the work will still have holes, even if refined. Some of the cuts have a very photogenic quality to them, particularly when Tarrlok's hair becomes disturbed, but the movements still aren't quite up to snuff with the talents Toei Animation has on their payroll.

Heh, I could always tell that was done in Flash. It is those damn brush strokes that are so unique to Flash.
My favourite art style (and animation) outside Toriyama who worked on Dragon Ball: Katsuyoshi Nakatsuru, Masaki Satō, Minoru Maeda, Takeo Ide, Hisashi Eguchi, Katsumi Aoshima, Tomekichi Takeuchi, Masahiro Shimanuki, Kazuya Hisada

That episode had great animation, the character models were just off. They're similar (or the same...?) to the studios that did things like Naruto 133, and One Piece Movie 6.


As for the topic, I'd love a compilation of shorts from different studios akin to Halo: Legends, Barman: Gotham Knight, or The Animatrix.
To be honest, the episode had -decent- animation. Everyone loses their shit and goes crazy over the super-flat style but they obviously overblew the budget there way, way too much. Half that episode looked like some of the higher tier Newgrounds animations you see today. This is a professional studio production; not really acceptable. Sure, you got a lot of SCALE, but it all looked so UGLY. I comprehend the idea: loss of detail to ensure fluidity, movement, and a larger scale. But I'll be damned if a lot of it didn't come off as looking incredibly stupid and hokey. Especially considering they made Pain -infinitely- too powerful and went way too over the top with that fight.

As far as who I'd like to see animate more DragonBall? To be frankly honest, I'd love to see more super-flat. Less focus on detail and more focus on movement, fluidity, and impacts. Not to the point of going off model, but just enough to incorporate some of that old martial-arts feel of before.

... and though they're a Korean studio, I'd love to see Studio Mir take a shot at it. They made Korra.
