Every single DBZ villain has a new power that could destroy some celestial space object. Beers is probably the only real galaxy buster of the bunch.
Is it possible to watch DBZ with epilepsy?

Now ask yourself this. Does Akira Toriyama think that? Most likely. But remember the other 1% is hard to destroy. Lastly it's harder to destroy empty space than filled space.
Quite frankly, I doubt Toriyama has given it much thought -- or anything strength related too far beyond "Who's stronger than who?"

Doesn't mean that you can't interpret things for yourself, though.

I think it's pretty obvious that BP and destructive capability don't scale lineally. If it did Vegeta would have to be 1,766.66 times stronger than Roshi, but he's only 100 times stronger.
