I think the issue here is mostly that we have a different morale standards. For me, Bills is not a villain :)

I kinda disagree there.

Sure, Frieza had character. But once Super Saiyan Goku showed-up, his character derailment into utter crap doesn't make him better than Cell or Buu.

While I agree Cell's goal after his perfection was somewhat boring, its his Genetics after all.

Goku's laid-back character/wanting to fight powerful guys was genetic trait which could've been dominant during Cell's perfect state.

I agree on Buu stuff :D

Villainous Breakdown.

He was faced with what he feared for his entire life... a Super Saiyan. The fact that he acts like that makes him more of a character than Cell or Majin Boo.

With Beers I didn't think he was evil.

It's just that everybody is like an ant to him. Not in relation to power, but because he's a God and his entire purpose is to clear out "dead weight" so to speak so new creations can be made.

So to him destroying some random planet is no big deal. They all have to go at some point anyway.

I want to say Boo because of his design and all the shit he gets up to, but Freeza is better because he actually has a backstory (takes over planets, killed Goku's dad and the rest of his people etc). It's not much (how big is his empire? How did it get to be so big?), but it's more than the other two.

1. Buu - He's in my opinion the most unique out of all the villains.
2. Freeza - The first DBZ villain I ever saw as a kid, so I guess just nostalgia makes me put him my 2nd favorite.
3. Cell - Didn't find him that exciting as a villain (mostly during his Perfect form).

I'll back that up, but with a caveat; Freeza's breakdown seems weak because the actual final battle is simply too long. It's been one of my secret wishes to see that last fight portrayed in what I always considered it's "true scale"- a planet breaking down, two titans hammering into each other, etc.- but after playing a more recent incarnation of the fight in Tenkaichi Tag Team, I think the structure of the fight is just as problematic as any budget in pulling that off.

His "breakdown" is completely in-character. It doesn't go against him having personality at all.

My favorite is Freeza, mainly because of his personality and Ryusei Nakao's perfomance.

I like Cell, but he mostly when he's in his imperfect form. I love how his tactics consist of skulking, sneaking, and stalking his victims, and resorts to using other's techniques against them to get away.

I guess Buu would have to be my 2nd favorite, when he's stupid. The Gotenks/Piccolo/Gohan-absorbed Buu tends to be far less interesting a villain.

The order for me would be:

1. Boo
2. Cell
3. Freeza

I find Boo to just be amazing, and there's something to like about all three of his personalities (Good, Evil, and Pure) although Evil Boo is definitely my favourite of those three.

Imperfect Cell is pretty cool, having a design that is creepy and awesome at the same time, and he's really clever. I liked how he escaped Piccolo and then continued to amass more power without the heroes being unable to do anything to stop him. I find it interesting that he's the only major villain to debut and not be the strongest around (well, except for Boo, but there was a decent gap between his release and Goku actually showing SS3). The scene where he shows up to beat down 17 and Piccolo is fantastic. Unfortunately, Perfect Cell truly sucks. He's a colossal idiot with a less appealing design and he just keeps powering up.

I find Freeza to be terrible in every way, so he's even below Perfect Cell. I also dislike how he changes his power level more in his final form than he does through his transformations. Just seems weird. Perfect Cell does the same now that I think about it.

I like them all really, but I'd choose Boo. I really liked him when he absorbed Gotenks and Piccolo, he had some sick dialog. Kid Buu and Fat Buu were very funny too.

My personal favorite will always be Freeza. He was the first DBZ villan I ever saw and the fight between him and Goku made me love DBZ. The fact that he made Vegeta cry, was responsible for the murder of almost all Saiyans and that his name is known in the whole universe just puts him on the top for me.

The villains them self i would say Buu, Frieza then Cell. But the sagas would be in a different order.
I like Buu the most mainly because he becomes so powerful, then frieza because of his character and legend, then cell but they are all very close tough decision.
