I find it a bit silly to have characters at absolutely the same level of power. Might as well ask which of those three has the most skill, resistance and experience, because that's what will determine the winner every single time in those circumstances.
As such, I would say that Tao Pai Pai would win. He survived a grenade that should have killed him so he's pretty tough, and as a professional hitman, his skills in combat and at killing are razor sharp and he doesn't lack experience.

I dont think max power is a form Roshi can fight in anyway. Aside from shooting a slowly charged Kamehameha, to me it looks like he can barely move.
