Well, what's strange about the DB world is that outside guides like the daizenshuu, they don't really specify what year the series takes place in. Furthermore, it's kinda influenced by 80s/early 90s tech, like that fax machine on the aircraft during the Androids/Imperfect Cell Saga.
Anyways, I would find it kinda weird if it turns out that Penguin Village turns out to be the DB world's future. I guess you could say that the Capsule Corp went out of business after someone "held their capsule for too long and got stuck in it" (er hem, podcast ep #25), thus causing the rest of the world to become less reliant on technology, and eventually leading to the removal of the concept of the planet being divided into sectors (mentioned in the King Piccolo Saga) and instead became divided into millions of small villages...
EDIT: Well, I don't want to double post, so I'll just add another of my filler ideas to my last post. After watching the Super DBZ video game trailer, I thought it would be interesting to see a Piccolo VS. King Piccolo fight. Anyways, this filler would be during the training for the Androids, so it'll serve as a kind of foreshadowing of Piccolo deciding to fuse with Kami later on.
So, after a day of training with Goku and Gohan, Piccolo has an internal monologue, asking himself why he's trailed so far off from his original plans of world domination and keeps reminding himself that all of this training is to kill Goku and rule the world. Not really having a home of his own and not wanting to stay at the Lookout, Piccolo decides to stay with the Son family (as seen in the driving filler ep). Now asleep, Piccolo dreams of fighting King Piccolo, who is disappointed that his offspring has become so soft. However, Piccolo is able to kill his past self in the dream. Erm, yeah, that's all I got on that idea.
