He has Saiyajin cells in him. If Goku can keep all the food he eats somewhere, I don't see why Cell can't gulp down a couple of people. :P

As for Cell regenerating to Perfect Form, he said himself that his body "remembered" his Perfect Form and regenerated to that instead. He should have regenerated to his second stage, but there was an error in how he was created - one that worked in his favor. So him regenerating to [Super] Perfect Cell was a mistake that shouldn't have happened.

Perhaps this has something to do with his Saiyajin cells and how he gets more powerful after each battle. It's not natural for Saiyajin, a Namekjin, or a whatever-the-hell-Freeza-is-jin to become weaker; but it is Cell's weakness from how he gained these powers. I'm going to contridict myself here and say that perhaps Cell's weakness/error of needing the two androids to be at full power was corrected by the mix of cells in his body, as I'm sure noone calculated that Gohan would be powerful enough to make Cell vomit one of the androids up.
