Considering his power generally, does Tapion have any other special abilities?
Him being the container of Hildegarn wouldn't count, although the sealing flutey-thingy is an ability.
He is (kinda) dressed as a fighter and carries a sword, although a fighter (DB universally speaking) would count as strong even below Ginyu force level.
I get the feeling that Tapion was pretty much a rehash of Future Trunks; he carried a sword, and brought with him news about the great danger. With him came an (seemingly) unstoppable force. And also, apart from stalling, they didn't account for much in the end.
Also, they share the same cool-level.

I understand it's a hard question to answer and talk about due to Tapion not really doing anything, or showing any signs of a high power level or any significant power level, was just something I thought of and wanted to hear what others thought.

Well, Papoye was stated to be the strongest warrior in the South Galaxy. He was afraid of Base Goku and his weight lifting feats in the Boo saga.
So Base Goku >> Papoye > Tapion who is from the South Galaxy himself.

Oh, that's an interesting way to look at it. First time I've seen anyone think of that. However, since Tapion was sealed away, he might not be counted in South Kaio's statement as he's out of commission. But then again, the statement came from South Kaio himself. He may or may not have been around when Tapion and his bro battled Hirudegarn.

Wouldn't Hirudegarn himself be included in that statement if Tapion is? If you're counting sealed away fighters, Hirudegarn would not only be the most powerful fighter from the South Galaxy, but the most powerful being in the universe.

No ordinary person according to Goku, but significantly weaker than Goten, because Trunks had to save him in one of Hildegarn's strikes. I would say he is on the same level of Future Trunks in his first appearance.
