She was doing good against Goku. Muten Roshi said she was a good fighter. Videl is stronger than her daddy who is stronger than the average human. Muten and Goku aren't average human and Muten said Chi Chi was good. See the difference?

V-Jump gives Chi-Chi a power level of 137 during the 23rd Budokai. That's practically the same as Roshi from the beginning of the series. Videl isn't all that much stronger than a regular Earthling, who has a power level of roughly 5.

Cell is somewhere in the same general tier as Gohan. I think he's actually stronger than pre-Majin Vegeta.

Perhaps about Vegeta, if Vegeta hadn't reached SSJ2 without the possession.

Cell easily crippled Gohan with a casual finger blast and was dominating the crap out of Gohan in that very short beam struggle until Gohan got a rage boost and Cell got distracted. The rage boost made it so that his power wasn't half anymore. Also, it was implied that even a rage boosted Gohan wouldn't have been able to take out Cell without the distraction.

I swear this was asked not too long ago. Anyway Chi Chi massacres her. Chi Chi had a BP of 130 at the 23rd Budokai. I can't imagine her BP dropping below 60 over the years, which is still enough to cream Videl.

That half power line could easily be an exaggeration. Besides we see Cell take out his arm with a small Ki blast. Sure, Gohan wasn't exactly on guard at the moment, but if he was truly a good deal stronger, he should have tanked that regardless. Gohan only won because A. Cell was distracted and B. Gohan got a small rage boost and unleashed as much power as he could. I honestly don't see why people use Gohan's using one arm as an excuse. How does that reduce the effectiveness of the Kamehameha?

Chi-Chi was training Goten. I doubt she's that out of shape. And she's not that old.

Don't think it was ever said Chichi stopped training, in fact its mentioned she sparred with Goten a few times.

Just because she decided to give Goten a few pointers because Goku was gone for good, it doesn't mean that she didn't neglect her training since the 23rd tournament all the way up to that point and from that point onward. Heck, even sparing with Gotean a bit probably didn't improve her much since Goten was too strong for her even at minimal effort.

He does have that power. It was just dormant, and didn't get drawn out permanently until the Buu Arc.
