Also, Goku seems faaaaaar too close to old King Piccolo, and Ten seems too close to Drum.

Well Goku is officially at 180 and King Piccolo at 260 when young, it doesn't leave room for much in terms of gaps. Also the gap is bigger than the gap between Nappa and Piccolo, so...
What about making Drum 210?

That might work better, if we also factor in physical attributes. I think 220 would work best for both Drum and old Piccolo if you are committed to his 260 number.
Well, Slug is apparently unique compared to other namekians (isn't that what the "Super Namek" title was for?). Even if you were to count this movie character, and even if you were to assume his giant form is the exact same as Piccolo's (IIRC, wasn't Slug's much bigger?), it probably still wouldn't match up here, since Slug's giant form was a big boost, making him stronger than SS Goku and Freeza.

I thought they flat out stated that the size actually didn't really do much for Piccolo? In fact it could actually be abused as a liability, as shown by Goku. And he could still fight and even lift Piccolo's foot.

Well I decided to leave Piccolo at 210 when old and bump Drum to 210 as well. I reduced by 5 BP Goku's PL after his zenkais.
I removed Piccolo's PL when he went giant.
What else needs work?

Kame-sennin's 139, and presumably Goku at the 22nd tournament would be at least that strong. So naturally old Piccolo must be somewhere well over 278.

Yeah, and it's a pretty big assumption, given how hard they hit the "these guys change their battle power to suit the battle!" theme in the Saiyan arc. I suppose you could just go with Weekly Jump's 910 number for 23rd Budokai Goku, ignore all the others, and just craft a whole BP list for pre-Raditz Dragon Ball from that number alone. Something along those lines, yeah. I actually remember making a whole list like that a while back. I'll try to find it.
EDIT: Ah, here we go.
I managed to integrate Piccolo's "not even half my power", Karin's "many times greater", Tao's "many times the power"... but not Piccolo Junior's "many times greater", unfortunately. Even with this list, I could fit all 'official' numbers except for the ones given for Kami, King Piccolo, and kid Goku in that arc. In other words, Roshi's 180, Ten's 180, Goku's 180, Korin's 190, Tao's 110, Cyborg Tao's 210, Chi Chi's 130, and Crane Hermit's 120.

I do wonder how many people use the half power thing for Daimao. I totally ignore it, but it'd probably work if I accepted Goku's 924/910 as his true power.
EDIT: Actually, wait, after seeing all that I'm not sure if it can fit. At the very least I'd have to contradict some of the battle powers in Jump, it seems.

Anything small enough that the Daizenshuu doesn't even feel the need to mention it and just rounds it down to 8,000 for simplicity.
