COD appeal to a wilder audience then DBZ does. Even if a COD game gets awful reviews, the game will still make a shit ton of money. The COD games are the Transformers movies of video games.

The more I think about it, I think BoZ will be our swan song DBZ game for the Ps3/360. This game took over 2 years to develop and is just releasing next week. Who knows how long until we get the next DBZ game, another 2 years. By that time, PS3 and XB1 install base will have grown, and ps3/360 would be dying. Call me optimistic, but while I think there will undoubtedly be new Dragon Ball games on the next gen, I also feel think they will be back on the right tracks somehow, meaning a "bigger than ever" and "more worked than ever" Budokai or Tenkaichi Budokai game.
With the amount of data the new gen can deal with, the Budokai and Tenkaichi Budokai games would have no problem being able to offer lots of characters, lots of stages, huge areas, hundreds of different special moves and specifications depending on the character, complex gameplay with 25 different strategies and possibilities at once, and greater-than-ever graphics at the same time (though the reaction will partly depend on the style of graphics they choose: shiny? 3D-looking? Cell-shaded 2D-like? Kanzenban? Manga-styled? Anime-styled?).
For some reason, I think they'll take that occasion to get back to basics, but with all the content and gameplay complexity and hundreds of cutscenes that they could not put back then. But again, I'm just naturally optimistic about things, so you may actually even call me a dreamer...

Battle of Z was more or less a flop (for the fans) so it's time for Namco Bandai to think about a new Dragon Ball Z, come on NB, just bring back Spike and give your fans what they've been wanting for so long (Tenkaichi 4 / RB3) because I feel that Dimps has done all there was for the Budokai series.
Cold Skin @ For all that it'd need to take 3-4 years so that everything wouldn't feel the same (reskinned), mediocre gameplay (Battle of Z) or awful graphics (Battle of Z). If there's any that're going to say the graphics aren't that great because of 8 players in a stage please remember a game such as Grand Theft Auto V which is without a doubt much bigger and yet it looks fantastic.
I don't hate BoZ that game had tons of potential but when you analyse its flaws you'll see that it's an unfortunate game to have been made.

I personally think theres a lot of room for improvement. I feel the tenkaichi series has been maxed out with what it can do(RB series).

Budokai 3.5 (you know which I'm talking about) brought in the missing mini-games that weren't done before, featured full cutscenes to re-enact the series, changed a bit how the gameplay was, added/removed some characters from the roster and even without Dimps admitting it to me it felt like Dimps tried their max with this one.
Burst Limit while it was a fun experiment it dropped short and more of a pre-release than a full game due to how short in content the game had (and somewhat rushed), but graphically it's still the best to date.
As for Tenkaichi 4, just add in Tag Team Mode and new characters then afterwards just make DLC Updates (free or paid) rather than a yearly game because it's not necessary. Raging Blast is a modernised Tenkaichi but the old Tenkaichi gameplay feels a lot better and quicker.

like you said IW was Budokai 3.5, meaning that there is room for improvement.

Tag Team Mode in a 2D fighter would end up being a mix of Super Smash Bros., Dragon Ball Z: The Legend and Budokai which just imagining it'd be one of my dream DBZ games to be produced.
Dragon Ball Z: The Legend felt very repetitive in order to beat an enemy but I enjoyed it, plus the audio was surprisingly crystal clear on Saturn.

I can see Zenkai Battle Royale being released for the PS4/XB1 within the next 3 years. I actually hope it does, it'd easily be a day 1 purchase.

Even if they managed to migrate by some streak-of-chance, they surely won't at all utilize the hardware will most likely still have terrible special effects and cheap-looking character models. DBZ games won't get anywhere on next gen until they're picked up by a stronger company that actually knows how to make a good game.
