I think I can answer my own question. It may be because of popularity of characters. While it's no excuse for fans to whitewash Vegeta (and Bulma's) actions, fans usually target the least popular characters (Yamcha, Chi-Chi, Videl) for their mishaps, ignoring the fact that they did less damage. This scenario happens in real life as well when celebrities get away with stuff that unpopular/unfamous people would be demonized/punished harshly for doing. It also happens with other fandoms. It's annoying and unfair, but true.
Then again, to be fair, although I'm not a big fan of Vegeta, he at least turned decent at the end, but that doesn't excuse how fans whitewash his atrocities. Plus, it's not just Vegeta who fans whitewash for being a bad parent (Bardock, anyone?) so it would be unfair for me to single him out.
Anyway, what do you guys think of Bulma's parents and the Ox-King...are they good or bad in your opinion??

Well, Bulma's parents
did raise Bulma and considering Bulma was a borderline-sociopath when we first saw her, and Gyumao (Ox-king) let her daughter run around half-naked and would think nothing about marrying her off to any man who saves her, they're rather questionable as parents. They're great as grandparents though.

I do agree that fans go after least favorite characters, especially Yamcha and Chichi. To be honest, I never understood the hate for Yamcha at all. I didn't have a problem with him and I don't think he's weak like some fans make him out to be. I'm not saying Vegeta is the worst father because he did change after the Cell and Buu saga, I just have a problem with the hypocrisy and double stand but like you said, it happens to everybody.
