That's not the Masenko Piccolo is using (and it's probably not the Masenko Gohan is using there, either). Just a generic ki blast.
@RandomGuy True, there isn't much separating them, but a different name and stance (and anime colour) is enough for me honestly. I would have preferred if Gohan kept the Masenko and instead used the Kamehameha for 'big' attacks (since at the Cell Games, suddenly the Kamehameha turns into a powerful technique) even if there's very little difference. And it means a little more consistency in the generic beams if individuals characters constantly use them in their own way.

Well if it takes Goku a few seconds to learn a kamehameha wave, which took others like master roshi 50 years to learn.And for Goku to master instant transmission took almost a year. then i guess maybe its because its pretty difficult to master IT. that's what makes Goku special. its can be pretty badly abused when anyone can just travel across a galaxy in like a second.So it is a pretty much become exclusive technique that Goku and supreme kai's can only use.

it takes cooler level character to master the instant Transmission and Kid buu level character to copy the supreme kai version. Super buu and Gotenks have their own versions in a different way

He had to spend nearly a year on an alien planet to learn it directly from its practitioners. He may be able to use it, but not be nuanced in it enough to teach it. For that matter, we have no idea what was even involved in learning it, or if it may have required something unique to Yardrat or its inhabitants.

goku has a nack for learning martial arts and ki teachnics faster than everyone else
Kamehameha less than 10 seconds,
Controlling spirit energy (splitting water,fire) less than 24 hours.
After image technique less than 5 seconds.

If he himself took a year to learn Instant transmission ,It's possible he thought others couldn't master it.

It does, but I just don't see why it matters if there's so little different about them to begin with. I was actually surprised to see Piccolo never used the Masenko. I always assumed he used it before Gohan, probably due to the name.

I believe we see Piccolo use the Masenko against Raditz (first meeting), and also against final form Freeza when they're all trying to hit him.

I think Piccolo is using what the video games call "Bakurikimaha" which is also a technique Daimao used (at the very least it looks very similar). The above example doesn't really match either technique to me.

Do variants of the Kamehameha count? Or that one combo he used as a kid? If not, then no. They were taken from Roshi, Kaio, Ten, Krillin, and the Yardratians.

I guess Goku's niche is taking the techniques of others and doing them better than anybody else. Kind of cheapens his appeal a bit, though. Super Saiyan grade 4 is a weakish example because it's just Super Saiyan with an even more fierce aura when you get down to it - taking an established ability/transformation and making it better.
Thought I guess you could give him credit for being the first to go Super Saiyan, so he's an "inventor" of sorts for unlocking it.

...FPPSS isn't a thing. It's just the regular Super Saiyan form, not a whole separate transformation. Because Goku thinks more as a fighter and every fighter does not teach all his techniques to everyone!
