I would have to guess him wearing underwear would be something Chi-Chi introduced to try and make him more civilized. I'm sure he must have been yelled at all the time to straighten out and start living like a normal person, which never happened thankfully.

Gokuu had plenty of nude scenes as a child, so if you add it all together he was probably naked more often than Vegeta But you're not looking for a naked boy, are you? As for very serious topic at hand, the reason he started wearing underwear is probably because Chichi made him. Since she wants to pretend to be all sophisticated despite being a country bumpkin, she likely forced him to start wearing them.

Well, uh...technically we don't see the Invisible Man's nudity, since the only time he's not invisible is when his body's covered in blood, so it doesn't count!

As for Freeza, we don't know if his race has one gender or multiple genders, so he may not be defined as "male" if there's only one type (I'm stretching so hard right now to make myself correct )

I'm surprised that some people actually got offended by Goku's nakedness when he was a child. Even when I was younger, him being naked simply was... *shrug* normal for a small kid I guess? Here people didn't make such a big of a fuss of him running around naked because it is not unusual for small children to do the same. Not really offensive. He was always regarded as just pure and innocent.
