They do it for fun, to test their skills. And when they show it to other people, they think it's real, even when they say it's fake, they just won't believe them that they made them. So those people spread them (most of the time) and say it's real. How do I know? First hands experience.
Yeah, definetely fake though. There's no way you'd wanna do the Ice Dragon without/instead of the Fire Dragon, and we've heard nothing about him yet. If he shows up, I'll treat this as far more plausible.

UPDATE!

The official Sparking! NEO website has been updated once again:

The image section has added the following characters:
Paikuhan
Image

Sauza
Image

Zangya
Image

Garlic Jr.(shown with transformation)
Image

The Game section of the website now features a description of the new story mode (called Dragon Adventure)

As well as other game features such as:
Ultimate Battle
Dragon Tournament
Data Center
Super Training

Because I type words on a message board for like 5 minutes or less of my day means I have no life? Or is it the DBZ part? That's pretty much insulting everyone here, especially people who have big post counts. If I remotely like something, then I'll want to talk about it. I don't even watch or like Dragon Ball that much anymore, I just play the games.

So someone who makes fake screenshots of this game which is based off a 20-year old cartoon, to confuse people...might feel that I have no life for discussing the 20-year old cartoon a little on a message board?

I have photoshop. I love photoshop. I'm damn good at photoshop, and there's just so much more you could do rather than make fake screenshots to confuse people. (not pointing at you Omega_57, you already clarified some stuff, but I'm sure others do it on purpose.) If they wanted to get a laugh, then why not make it actually funny? Put the Farmer up there, maybe Oolong. Not Grandpa Gohan, or some stupid GT Dragon. That just lacks humor.

I too want to play as Garlic Jr. But I also want to try out the new and improved Bojack. I also want to see what they did new to Tenshinhan and Piccolo. And I'm glad Metal Cooler is back.

I don't speak japanese but this is what internet translators can get from it:

Previous production ' Sparking! ' The empty furthermore power it raised ' NEO ' various modes. The respective contents will be verified!

Dragon Adventure
The latest main mode this mode. Not only enjoying the scenario which reproduces the original, like RPG with the companion it is possible to travel through the world.

Ultimate Battle
The ranking game mode which fights with total 100 partners with plural courses. The opponent, the frequency and battle condition etc. of opposition have been decided in every course, "survival" "tag game" and so on, it diverges aggressive condition.

Dragon Tournament
It was even in the previous production, other than "public one martial arts meeting" and the "cell game", Bojack took over in theater edition, "public very important martial arts meeting" was added. If it wins, the "Z item" enters into the hand.

Data Center
If it receives the password from the yes soot B friend and inputs, that the password of the character which it reared is input it is possible to oppose with that character,

Super Training
Teaches the operation of battle the mode which power rise! Actually operating, it was added the mode which can do practice.

Ok... so these are pretty horrible translations, but you can get the jist of it.

Yeah, that maybe true. I really enjoyed several fake screenies (Donny Clay :P) And I do spend a lot of time making those fakes, but all of them are just for plain fun e.g. King Cold against SSJ2 Gohan on Planet Namek. How much I would like it, I know it won't happen.

Hm. Given the addition of the Amazing Tag/Combination Battle mode, I'm sort of hoping they add a boatload of original dance and Potara fusions. They could even add the ones from Budokai 2 that (sadly) didn't resurface in Budokai 3!

I hope Tenshinhan plays better than he did in BT. He was pretty damn boring. And some characters were completely lame like Cooler, Broly, Bardock...I hope they have been improved.
