If they were taking in auditions, sure. Being a salesman, I can take "no" for an answer no matter how harshly it is said. 'Don't think I could really get into voice acting without practice, not to mention professional acting isn't my forte, either. My voice is pretty raspy and people tend to favor folks with a clear throat to do their voice work. But hey, if some people found the early Freeza arc cast acceptable, everyone has a chance.

Unfortunately for amateurs everywhere the days when Funimation's idea of 'local voice acting talent' meant pulling people off the streets have long gone.

Still, though, it's endearing to see how some of those guys have gone on to be both accomplished and skilled voice over artists and directors. Even how someone that seriously polarises opinion in the performance department, like Sean Schemmel, is now undoubtedly adept on the technical side of things is proof that the only real difference between an amateur and professional in this industry is the chance to gain experience.

Eef yeah I would audition. I'd take whatever I could get, but I would forever feel proud if I would up with Teen Goten or one of the Kaioshins.

Acting skills are certainly necessary, but for whatever it's worth, my experience has led me to believe that nobody is excluded from all voice acting/voice over work because of their voice type. Every voice has a role--be it a character role, a commercial role, a narrating role, or otherwise--that fits it, including raspy ones. A raspy voice will not fit every role, no, but there are plenty of roles that a raspy voice would fit just fine. So don't let that specific element discourage you!

They likely wouldn't find it acceptable nowadays. Back when FUNimation was first starting their in-house dubbing, they didn't have the money or the talent pool to be picky. Chris Sabat mentioned at a con that when they first called local Dallas talent agencies and asked for dubbing actors, most of the agencies didn't even know what he meant (suggesting instead that perhaps he meant "commercial voices").

Flash-forward a few years, and now Dallas is generally considered in the VO industry to be the capital of the U.S. when it comes to dubbing work, and I attribute a lot of that...no almost exclusively all of that...to FUNimation's rise to power. They're the king of the industry, have way more money than they did when they first started out, and have a very extensive pool of talent to pick from. A fellow voice actor/friend of mine that I met on LinkedIn who lives in Dallas said that he tried to apply for FUNimation's once-a-year open auditions, but said that the waiting list is apparently backed up by about two years.

Long story short...FUNimation can afford to be picky now. I can't help but feel that many of the actors who first started out with DBZ in "Season 3," if they auditioned today with the skills they had back then, probably wouldn't have made the cut if they were held up to FUNimation's current standards. Lucky for them, most of them have made extensive progress and can now stand toe-to-toe with some of the best voice actors in the industry. Experience is definitely the best teacher, as Blade noted.
A "rather haggard" translation of a line from Future Gohan in DBZ, provided to FUNimation by Toei:
"To think of fighting that is this fun...so, it was pleasant fight, as many as, therefore is a feeling which is good the fight where."

I second this. I only live 5 hours away from Dallas/Fort Worth, but such a chance seems extremely unlikely given how backlogged FUNi's auditions and demos are in terms of getting heard. Last I've checked, it would take at least 2 years before being able to even get an audition with them through normal means.
I third this. I'd pretty much audition for whatever, if I do. Though, like you said, it'd take a long time before I'd get noticed. Pretty much the likely-hood of me even having a chance to audition would be pretty much zero, which is fine cuz I need to learn a lot more before I even consider pro voice work.
