Snail, I doubt it had anything to do with deadlines since that's how they animated their stuff through out the entire series.

The crackling electricity around Cell looks like it was done by someone just learning Photoshop. Or, if you looked really hard, it could look like... that other bodily fluid besides blood and urine.

They look okay when their still, but when they're moving on the screen, it looks a lot worse. To be honest, I have no idea which group did it. I agree, it's definitely the 'evil eye' group. Is everyone at Daizex going to start calling these styles by the name Mike D gave them ? 
By the way, I just watched Super Android 13, movie 7 due to boredom this morning, and I beleive that a majority of the animation was done by the 'Pale Cartoony group', I'm 90 percent sure about it. The 'Pale Cartoony group' have all done some pretty decent work before, but as the series progressed, it seemed as though they just stopped trying. There used to be more detail in their work, as well as more shades of colors.
