It's not that they stopped trying but, it's that everybodies' design evolved where as they stayed the same. And as for movies and Specials, some are lead to believe that it is "Closest to Toriyama" when in actuality there is whole different team at work with the exception of one scene in the Bardock special. Go back and watch where Bardock kills Dadoria's goons. It is obviously the "Next to Best" team.

I feel this style captures the motion & the esscense of the fighting at best. Very similar to what they did with the Naruto vs. Sasuke fight in Naruto. They used a sort of new animation style that fits that particular fight perfectly.
That's why it was used when Goku and Cell were fighting. But if you watch the episode where Fat Buu whooped Gohan, Kaioshin, and Dabura's ass, you can see how much of an impact this animation has. Like when Buu slapped the shit out of Kaioshin. . .I have never ever flinched from TV before in my life until I saw that. Not to mention when he blew away Gohan, which was phenomenal in its own.
