Mysterious allies: Mr. Popo, Kibito and Whis
These people are all allies of deities, but their origin is very vague especialy of Mr. Popo, and Whis.
Who is Mr. Popo? Is he a Kaio?
Who is Kibito? Is he a Kaioshin, because in time when Majin Buu was created he was nowhere seen?
Who can be Whis? He shares a very great resemblence with Kaioshins as, he is highly humanoid and has hairstyle like Kaioshins do. How can he be stronger than the God of Destruction if he serves him?
Who is Mr. Popo? Is he a Kaio?

God's attendant
A mysterious being who has served as the attendant to the Earth's Gods since long, loo~oong ago, back before the time of the God who ultimately fused with Piccolo. He's a martial arts master, and at first Goku was absolutely no match for him, even having defeated Piccolo. The way God makes his creations is that first Popo creates a model, which God then blows life into. To get around, he uses a flying carpet.
Some kind of ancient genie...

An old-looking man who works as Kaioshin's attendant. Though a good person, it seems that at first he was disdainful of Gohan and the other humans of the lower world, and did not trust in Super Saiyan power. His battle power is considerably high, enough to give Gohan a difficult fight as long as he wasn't a Super Saiyan.
He works for Kaioshin, but he's not Kaioshin...
Can't find official statmens about Whis, but he is god of destruction attendant. He taught him martial arts and he oversees and trains Beerus.
And no, he's not Kaioshin...

Popo's supposed to be a being originally born in the afterlife, then dispatched to Earth to aid Earth God, according to Daizenshuu 7 and later guides. Karin's the same way.

There's no official word on what species or anything Kibito or Whis are. But Popo and them are all supposed to be "attendants" to their respective gods. Core People are chosen by lottery to take on the role of Kaio or Kaioshin, as Toriyama explains in the SEG: Character Guide, so perhaps some Core People are chosen to become these attendants?

Whis could be the God of Creation, and it so happens that the two understand their roles and are amicable.
I know that term is often used to describe the Kaioshins, but they seem more like Gods of Order/Guardians than anything else.

As seen in the extended version of the movie Whis can warp the reality, so he definitely has some skills like Kaioshins do, but in that same time his Godly Destructive Ki is just the same as Beerus'. I think he is a God of Creation who possess Godly Destructive Ki, in other words an almost omnipotent God in the world of Dragon Ball. I wouldn't be surprised if he could open a gate between the universes.

Beerus just happens to be a god who destroys things. I'm pretty his ki being "destructive" isn't supposed to be a real thing. Yeah.... Beerus talks about his power not being measurable in Battle Power because it's a different type of ki. Divine/Godly Ki. That's the only distinction made. Goku gains that same power as Super Saiyan God, but he is not affiliated with the Hakaishin and the ritual is created out of purity and righteousness. The form doesn't exist to destroy. You're right, those things you mention are different skills. BUT, they're just different ways to utilize the ki. Many characters (Babidi, Namekians, etc.) are shown to not be gods, and yet they can create things the same way gods like Kaioshin can. That doesn't mean those mortals have Godly "Creation" Ki or anything...

Yeah, the godly ki just can't be measured by mortals. There is nothing more in it.
