Why didn't Pan ever go Super Saiyan?
I'm almost positive she was able to so how come it never showed it in the series?

In the Manga, Pan was only portrayed for a very short time, and as being a very young child - at three years old. There was no real sense in making her a Super Saiyan at that point.
In GT, the writers note in the 'Perfect Files' that she both her and Bra are capable of becoming Super Saiyans, but obviously from a narrative perspective they never felt it was worthwhile depicting.

My theory is brand recognition. There weren't many female fighters in DB, so to have one in GT makes the entire show stand out. She's unofficially the mascot, even though she's an original manga character. They didn't wanna go messing around with her design too much.

I think they just didn't know how to design a decent female Super Saiyan. Considering that SSJ Vegeta, SSJ Gohan and SSJ Goten all look the same in DBGT, I think not making Pan Super Saiyan was for the best.

Well if it means anything, I have her both an SSJ and SSJ2 in my fanfic.
As for why she wasn't an SSJ in DBZ, it's because she appeared in the last couple of chapters where their was pretty much no conflict. GT IDK.

I put the lack of ssj Pan in the same boat as the lack of adult Gotenks (though Heroes recently solved the adult Gotenks thing) in that GT was so focused on their version of Gokû that new stuff for other characters (well, outside of Vegeta) didn't even enter into the discussion.
With the saiyajin avatars in Heroes (male and female) getting all these ssj forms, the only reason I can think of for Pan still not having it, at least through Heroes, is that she, along with Goten, aren't popular enough.

Which is funny, considering that all the blogs and Youtube videos I search for new Heroes news always seems to have someone ranting about Pan not getting the transformation yet. I kinda feel like they are holding her back because they know she's one of the characters we want the most, and if they give her to us, then we might lose interest. =P

Has Pan ever NEEDED to become a Super Saiyan? Has Pan ever been in a situation when she was her most desperate or her most indignant?
Maybe if Goku wasn't winning EVERYTHING in GT, maybe a situation would've arose.
