No it wasn't. Both concepts were entirely seperate. UT's gimmick was the QTE it poorly tried to copy from Ninja Storm. Character Creation was a fan demand for a BT4 which carried over in Spike's effort to make UT definitive but it failed because it was bare-bones garbage.

Spike would, because they think everyone wants to make a terrible wannabe of him or Gohan clone even though that is the furthest away from what most people want. Real character creators don't force you to do that, it only happened because Spike's version just sucked. Dragonball Online at least allowed you to be any form of a hero you wanted; not a goodie-two-shoes anime cliche. The only way we'd get any originality in these games is if they don't force us into these stupid restrictions.

Why? They arent actual characters but they are official Toriyama in-universe designs. They have a better place making a new story or adding creativity to the story instead of each year having to play the same old-tired one for the rest of our lives.

I'm getting really bored of the
give and take system they have with these rosters. If character creator was in, I wouldn't care any less about it with that reassurance. I for one am tired of playing as the same characters for over 20 years and kept with the constant letdown of them not returning consistantly. The rosters in these games are so inconsistant, maining a character that isnt on the frontline fan favourites is often futile in every way because characters are constantly getting added then cut then added then cut again like a damn auction-off.
I get it that maining obscure characters is my own fault but then theres GT. Assuming they're cutting it out, No more GT Goku or Baby. etc. Character Creation at least compensates for this crap of holding characters at ransom.
More realistically though, its the only thing "new" thats easy to make and something universally enjoyed. Without it people will further continue to complain about these being the same games we've had since 2006.
