How is he not very strong? I know he's not called the "Lord of Time" for show. If anything, he's just giving Trunks orders, kind of like how an employer gives you a task to do.
Why couldn't it be for "show"? What does being Kaiojikan (people need to seriously stop using "Lord of Time"; not even a proper translation) have to do with how strong he is? Almost all the gods in the series, besides Beerus (and Whis), are peon's compared to the heroes at this point in the game. There is absolutely no reason to assume he's all powerful, like Beerus was, without any sort of evidence.
Assuming this maintains the same attitude as DBO, seeing how it's taking a lot of inspiration from it to begin with, Trunks is in charge of everything he does. He tells everyone what timeline they are going to, what to do when they get there and changes the plans based on his own instinct and the current events. We don't see him stopping to check with the Kaiojikan every time we have to change timelines mid mission. The Kaiojikan offered him the job of saving the past from Miira to make up for his breaking the rules by time traveling without permission, and that's the last we hear of him. The text paints it as a very "you're in trouble for breaking the rules and I have a fate of the universe situation I'm incapable of handling myself, so let's make a deal" type scenario.
