Goku or a villain wishes to connect the 7th Universe with the other 11 Universes, or something similar to that.

While I'd really like to see Toriyama's version of the Shadow Dragons, and I love that story and would like it to join Toriyama's manga continuity, I don't think they'd reboot something that's already been done. That would result in a lot of complaints.

I have a feeling that it's going to be something really bad. Not like, "This is the worst thing that's ever happened in history," but it could be the "worst wish ever." Like...turning Goku into a kid for example. I'm not saying that's going to be it lol But I do think it will be more silly and dumb than destructive. I also see it involving Pilaf, Shu and Mai.

Well what are the established rules for the Dragon Balls? I thought they couldn't grant a wish beyond their creator's own power, and couldn't surpress a power stronger than that of their creator's.

Never did get that. Also, Shenron apparently lacks an imagination when it comes to death wishes, given he couldn't figure to just cut off the air in the Saiyan Spacepods, move them into a Sun, cause the pods to explode, transport horrid disease into the pods, cause heart attacks, etc.
The limits of the Dragon Balls are odd at times.
To me, the worst wish in history would basically make one of the Gods of Destruction an alternate universe Broli... >_>

Toriyama would've better off if he'd said can't kill anyone with a wish, instead of can't surpass their creators power, it would make a lot more sense IMHO.

What if it isn't a wish for power, but a wish to seal or remove the power of those who could be stronger than the villain? Or would that be too much like the destron gas in the Playdia OVA?

Quite the contrary. Shonen chapter titles and taglines are notorious for exagerrating things and being overly dramatic. I'm pretty sure it will not be THAT depressing. -the main cast didn't know you could wish stuff like that
-sealing works better than removing in terms of plausibility
-it wouldn't be a"fair fight" if the main characters made the wish
-they could've hunted down and killed Gero after learning about his plans, but didn't so they'd get to fight the cyborgs/andoids

Pilaf finds the Dragon Balls again and when Goku arrives to stop him he wishes for Goku to disappear. Pilaf then wishes he was the strongest person on Earth and is transformed into a super warrior. Vegeta, however, was visiting his brother Tarble at the time and wasn't affected by the wish.
