I've always wondered if this was SSJ2

He looks like a Super Saiyan 1.5. But if I had to guess, I'd say SS2, just with the out-of-nowhere small bang near the center of his forehead.

He is a normal Super Saiyan.

I'm gonna say it SS2, as well. Yeah, it has too many bangs compared to that pic...but only by, like, 2/3 extra bangs. You could just chalk that up to the drawing style of whoever made that. Plus, like others have said, the rest of the hair is definitely spiked more than a regular SS.

You also have to factor in that this is the cover to Dragon Ball Z Hyper Dimension for the super famicom. And vegeta is SSJ2 in that one, so I think it was just the artist's way of drawing him (Which I really like) Then the two combine to make Vegetto in the middle. It's a really cool cover you guys should check out. (The games great too)

I'd like to know the significance of that picture. Is it to demonstrate how cool Goku looks before a SS style fusion? If so than Id say its SS1 Son Kun. Why? Because two SS1 fusing to make a super cool and strong Super Saiyan seems like something Toei and crew would draw. Otherwise its SS2 Son Goku.
Or as someone else said its Gohan. (As in Goku and Gohan fused)

In the game this picture was drawn for, Goku is depicted in his Super Saiyan 2 form. Other art associated with it also shows his hair in a similar manner. I would assume this was just the artist's own personal touch, but the features of Super Saiyan 2 are still prominent.

I've only seen BoG once so far, and true, I don't remember a lighting aura around Goku's SSJ2 form when he was demonstrating the 3 stages to Beerus.. but it should be there.

They just can't get SSJ2 right in the animated version of the show it seems.
