Not really. Earth is small compared to the big stuff of the Solar System. For example, it would take 1321,3 Earths just to fill up a volume of Jupiter's size. So, with quick math, if 18.000 in power level is the minimum to destroy the Earth, it would take a power level of 23.4 billion to destroy the sun (18.000 x 1.3 million). And it would take a power level of 23.78 million to destroy Jupiter (18.000 x 1321,3).

The volume of Earth is about 49 times the volume of the moon. So, 18.000 : 49 = 367. Which is not that far off from Roshi's power level, actually. It should be noted that it was Buff Roshi that destroyed the moon, and we don't know how strong he is. The weakest character who we know can destroy the moon is Raditz-era Piccolo, at 408. Considering he did it casually, that'd validate the 367 number... of course, that 367 number wouldn't make sense given the MASSIVE difference between city busting and moon busting. His buff form is impractical in battle. Too slow and easily avoidable, I imagine. It probably would only be useful if the opponent was pinned down.
But the math that is more logical is regarding mass, and regarding mass, he would only need 222, and I don't see why he couldn't reach that power during his impractical 100% Kamehameha.

He's talking about taking them on like Goku did. Besides, he wouldn't be able to approach them at leisure without being attacked, Goku went in there on his super fast cloud and still was attacked. So, I think he's talking about actually pulling it off, not that he wouldn't be able to blow the base if he hit it with that attack.
Also, obviously no one is strong enough to hold Daimao. And if Roshi's attack was indeed dangerous to Daimao, he would realize it and dodge like he tried to do with the Mafuba, only the Mafuba appears to be much more effective at catching the opponent than a Kamehameha blast (since we saw the Kamehameha being dodged multiple times, but never the Mafuba).

if kirby can use his copy ablities, Buu can use his absoprtion. if Goku somehow uses the fruit for hyper nova or any copy abilities, while they put majin buu with no absorption, Death battle will officially become IDIOTS in my mind.

We never saw the Mafuba being dodged because both times it was used Piccolo just stood there. There's no reason he shouldn't be able to dodge the Mafuba if he can dodge the Kamehameha.

He even stated "stamina" rather than power and "large military force" rather than base or mountain, so, imo he's talking about how he wouldn't have the stamina to take them on like Goku did and that's why maybe he surpassed him. Stamina is used as a synonym for power all the time, so that doesn't mean much. He said, in a very straight and unambiguous manner, that he couldn't take a military force as large as the one Goku took. I've already stated my opinion on the matter. I think its perfectly logical, as I've explained. Especially when the alternative is to consider Roshi's words a plothole since the base itself was obviously not more resistant than a mountain or the moon. Nobody would be able to hold him. If Tenshinhan was holding him, as soon as Daimao saw that he was in danger, he would use his full power, tear Tenshinhan apart and dodge. We all saw how helpless Goku was against him when Piccolo got serious in their fight, Tenshinhan wouldn't be any better.

Even if any Z Fighter can destroy a planet, it requires a good amount of stamina to destroy a large number of them. I think it makes more sense for Cell to mean that than to blow away something he wasn't targeting. Going by their (completely idiotic) calculations for Goku vs Superman, they believe SS3 Goku (who is roughly equal to two forms of Buu, and far below the others) is many times over mere planet busting level. Specifically, they say SS3 Goku can muster 3.4 sextillion megatons of TNT equivalent (which would be 3.4 million exatons, though I could be off) and survive that much in turn, compared to 53 quadrillion megatons/53,000 exatons just to destroy the Earth, a difference of more than x64,000... would it have killed them to use a larger unit? Anyway, that shouldn't be anything to worry about it.
