Did Videl's power level increase after Gohan's training?

Why not? Powerlevels are not a measure of strength, they are simply the measure of how much ki someone possesses. If Goku were a 10 at the start of DB, that just means he has twice as much ki as Farmer with a Shotgun. That does not mean he's only twice as strong, especially since neither of those two know how to use ki.

Nope, it was the same day they found Lunch. Remember Roshi trained them on the condition they snatch him some ass first.
