I most likely did this tier list wrong, but be free to correct me and fix the list. I had no idea where to put GT characters on this list since most of them are hard too judge.
Good list, but I do disagree with a few placements. Just nitpicks, it doesn't really matter.
By the Buu Saga, Goku and Vegeta in their SSJ2 states are said to be vastly superior to Cell. We can only assume they were referring to Super Perfect since that was Cell at his best, comparing themselves to his previous form would be pointless. Therefore, Cell and Gohan can not be "High SSJ2 Tier", unless of course we move Goku and Vegeta to "Super High SSJ2 Tier" or "High SSJ2 Tier - Deluxe Edition" or something like that
We know that Gohan's power dropped after the Cell Games but it's hard to say how much. At the Cell Games, he barely overpowered Cell (but overpowered him nonetheless) with a grievous injury and only one arm. In the Buu Saga, Goku initially pegged Dabura as about as strong as Cell, but later claimed Dabura was much stronger than he initially thought, and Dabura seemed to have a slight edge on Gohan. This also gives us an idea of Broly's strength, since he was ragdolling Gohan, but wasn't impervious to his attacks if one actually landed. I don't think there's any room at all in the SSJ2 tier for Bojack, Perfect Cell, or his Jrs. The former two are somewhere in between High SSJ1 and Low SSJ2, whereas the Jrs are High SSJ1. (Perfect Cell was even with Goku, who's the highest SSJ1, but he was suppressed, so that makes him stronger. I would assume Bojack to be around the same, but neither stood a chance against Gohan when he turned SSJ2). Here's how I would do it: Keep in mind I can't speak for Hatchiyack. Also keep in mind that I'm listing everyone in descending order of power within their tier.
High SSj2 tier:
1) Broly
2) Majin/SSJ2 Vegeta
3) SSJ2 Goku
(The exact ranking between these three is heavily debatable, but I do believe they are the only "High SSJ2 tier characters" regardless of how you place them among each other)
Mid SSj2 tier:
1) Cell Games Gohan
Low SSj2 tier:
1) Kibitoshin
2) Dabura
3) Super Perfect Cell
4) SSJ2 Buu saga Gohan
So like I said, the order within each tier is subject to opinion, but I firmly believe that each tier itself is correct. No room for Perfect Cell, his Jrs, or Bojack since they didn't stand a chance against Teen (Tween?) Gohan, and I believe a Low SSJ2 could at least injure Gohan (case in point: Super Perfect Cell)
It is extremely hard to peg Super Perfect Cell though, and that has a ripple effect on almost everyone else (Dabura, Buu Gohan, Broly, Supreme Kai/Kibito Kai). The cleanest answer is that Gohan had lost power from saving Vegeta, but when he went all out he was still stronger, however it can be argued that he and Cell were actually dead even or Cell was even a bit stronger, and Gohan only won the duel through his will power, which throws everything out of wack. How do we account for will power in strength rankings? It's like a big wildcard.
On the subject of Piccolo, he never really gave anyone a reason to believe he ever even got much farther than Android 17. It's heavily implied or even stated that when he fused with Kami, he reached his limit, and while it's true that DB is all
about surpassing your limits, that would require more motivated training than what Piccolo did after Cell. In DB, motivation always wins over time. So even though Piccolo had
plenty of
time between Cell and Uub (17 years?) he wasn't dedicated enough in that time to break through his own limitations.
