To be fair, Vegeta did the same thing every other arc.

Vegeta obviously admired that quality of Freeza. Vegeta mentioned in childhood of how a Super Saiyan would beat him, and Freeza covered his ears pulling the same trick. Vegeta thought the idea was genius, and so he could feel real good about himself by using the same trick. Hence when someone asked why he said he was the strongest, when he knew of Freeza, Vegeta covered his ears and pulled the same stunt. That or he killed that person. Also plausible.

Even if Freeza surpassed Buu, he's still got a long way to go to be able to beat Vegetto, Beerus or Whis. They'd destroy him easily.

As someone above said he's arrogant, even after he'd been smacked down by Goku and was lying on the ground in half he was still proclaiming to be the strongest in the universe.
