^Ok, now that I think about it, I don't know how accurate the Funimation dub of Dragon Ball is. I was under the impression that the script for Episodes 14-153 was accurate, which this falls under. It may be a modification. So, in that case, Original Bulma we don't know about, but Dub Bulma is definitely underage.
