It's a continuation of the story from the manga. Manga has buu defeated then this stuff would be the continuation of that story. DBZ is just an adaptation of the manga in animated form. It has filler yes, but it's still just the manga adapted into an animated series. My point is that this is a movie that follows the manga version of events, seeing as it's being written by the guy who wrote the manga. I think by explaining that it's a continuation of his story from the manga it's pretty clear what he means. I don't see the logic, tbh. I'm going to be blunt here, I feel the voice is so absurd it became, subsequently, iconic to the character. It's not meant to be good or fitting, or evoke any sense of familiarity with the character upon his growth. It's silly, it's goofy, and Japan likes that, so now they can't think of the character without it. Naturally, international dubs took the masculinity of the character more seriously, and when others hear the Japanese sub, they think Goku's balls didn't drop, so they either abort mission or express their hate on Youtube. Not me tho. <3

Not really. The "as if it were" bit is only because the manga itself is not literally being continued. The part about it being a continuation of that storyline is a fact.
