Tate Naoki was animation supervisor and a key animator for
Disk Wars: Avengers Episode #50. His influence is very clear across the episode, even when he did not do any of the key animation himself. He probably didn't begin work on the episode until after
Dragon Ball Z: Fukkatsu no F finished production, though. He was character designer for Episodes #26-51 while Yamamuro Tadayoshi was focused on
Dragon Ball Z: Fukkatsu no F, so I'm leaning toward him being pretty busy, although it isn't like he couldn't have done some key animation. The real question is whether or not Yamamuro would allow Tate to do his thing uncorrected. Tate is best when he sticks out and doesn't try to conform to another animation supervisor.
Oonishi Ryou did a lot of key animation for
Majin Bone, which he was character designer for. I don't think he would be available to work on
Fukkatsu no F, certainly less so than Tate. Hamano Yuu'ichi might have worked on the film, though. He hasn't been too busy, I don't think.
Shida Naotoshi has already confirmed he didn't work on
Fukkatsu no F. With
Disk Wars: Avengers reaching its climax he probably wasn't too eager to break away from it for too long.
He did a ton of animation for it, so he obviously enjoyed his time working on the series. The big question now is who took on the role of animating the climax if Shida did not do so...
