We know that King Yemma overpowered Raditz when he came to the afterlife, and then Kami said that King Kai is much stronger than Yemma. King Kai said that he was weaker than Nappa and Vegeta, but he didn't say anything about Raditz.

The Kaio of the North, a.k.a. "King Kai," isn't actually a king of anything. Stupid dub-terms fail yet again. But even if he were, we already know he's even weaker than Raditz. King Vegeta COULD have defeated him.
Kaiō (界王) means "King of the World". The "ō" (王) means king so yeah he is a king.

In the anime, Kid Buu was actually having a hard time with South Kaioshin and needed to absorb him. So the anime version should stomp, as far as I know the manga version has no feats because his fight with Buu was never shown, it's just stated that he was absorbed.
