1. Towa - Perhaps not the most physically strong fighter, but her intellect and magic easily makes her the most dangerous female in the series. She is powerful in a different way.

2. West Kaioshin - All of the kaioshin were said to be 1000x stronger than Frieza (1st form?), and she held her own against Kid Buu... sort of.

3. Zangya - Whether it was the help of her team and their tricks that made her shine her or not, she was clearly at a level comparable to the saiyans after the Cell Games. I put her on par or beyond Semi-Perfect Cell.

4. #18 - Her future self caused Armageddon in her timeline. Her present self is said to be even stronger, and easily defeated several SSJs.

5. Pan - At 4, she can already circle the Earth in record time. She's also been trained by Goku at his strongest, so you can assume she's tremendously powerful for her age, sex, and size. In my head canon, she has the potential to be one of the most powerful characters in the series. <3 DBZ Pan. As for GT, yeah, she's definitely up there. Might even be stronger than 18 and Zangya there.

6. Selypa - Low-class saiyan, but a home-grown saiyan none-the-less, and a violent one to boot.

7. Gine - I put her below Selypa because she doesn't seem as battle-hungry. We honestly don't know anything about this character except that she's Goku's mom.

8. Princess Snake - She can turn into a giant ****ing snake! Also, pamphlets say she has a power level of about 900 in that form.

9. Chi Chi - Human who lacks the ability to fly, but compensates with an apparent power level of 130, putting her at superhuman level.

9. Videl - Ordinary human, but still a talented martial artist and superhero who quickly learns how to fly.

We never got to see what sort of opponent she fought to make it to finals. Budokai was very diverse in dragon ball, from ordinaries to freaks. =P

The only edge I give Videl is that she can fly. Otherwise, yeah, I'd give the slight advantage to Chi Chi.

She knocked a martial artist out with just one kick, which is a strong indicator of being past the normal human levels and on a similar league as the others (I actually think she's stronger than Chaozu back then but then again who isn't?).
