Vegeta one shot Cui and he wasn't even 2x stronger than him.

Those lists lack Bra and feature a female who is not even biologically a woman.

Where is there any indication that Bra is anything above normal teenage girl? And how is 18 not a biological woman? She can still have sex and reproduce, and is still pretty close to fully organic.

Her energy was valuable to Vegeta-Baby and helped him transform. She was also gonna help Goten/Trunks/Gohan team up on Goku.

Pan is nowhere near that weak. She knocked down Rild who's above Gohan-Buu, who could effortlessly one-shot any Super Saiyan 2 with less than half of his power. (from Z at least)

I thought she did from what I can remember. I also remember her attacks didn't do much to Goku since I remember Goku said that he has been in much worst. I doubt Oceana would be any form of Buu or even beat SSj3 Buu saga Goku. None of the Shadow Dragons expect for Yi Xing Yong/Super Yi Xing Long, Su Xing Long (in his second form) and San Shenron (in his second form) are not very strong to begin with. Buuhan could solo any Shadow Dragon expect for those three.

Rild is nowhere as powerful as Buuhan. Goku never stated which form of Buu he was talking about and Rild was not using his full power in his base form when fighting Goku. Rild also died from a combined Kamehameha from Base Goku, Pan and Trunks. I highly doubt a attack from those three can kill Buuhan.

I don't think Pan is as powerful as everyone makes out to be. I don't think she can beat pre-BOG base Goku and Beerus states that Base Goku is weaker then a normal SSj. She knock down Rild, so what? Mr. Satan did kick Buu from the behind before and we know that he is nowhere as powerful. She also strong enough to hold against Dr. Gero, who is not very strong to begin with.

West Kaioshin is the strongest female fighter in the series in my opinion.

Here's why it can't be Kid Buu or any Buu below that:

Goku in the first episode says he finally got to have the rematch he wanted with Uub. He was expecting Pure Buu's reincarnation, so if he's not even Pure Buu level yet, how is it the rematch he's been waiting for?

Next, Base Goku (M2) > Rild > Sigma Force > Sigma Force (Individuals) > SS Goku (Imegga), so clearly a huge leap in power, and now Rild is the first guy noted to surpass Buu. Which Buu? I guess you could say only base Super Buu, but it's be kinda silly to be talking about a random middle form. Either strongest form or weakest form makes the most sense, and Mr. Buu clearly shouldn't be considered at this point.

That's cool that you doubt it, doesn't mean it's impossible. Rild was on par with Base Goku, who's shown to be stronger than Gohan, who was stated to not have neglected his training. So Base Goku (GT) > Gohan (GT) > Ultimate Gohan.

See that's the thing. I've never seen anyone give her the credit she deserves. It's always just "She's a girl? Must be weaker than Furiza!"

Given the fact that Piccolo didn't doubt Gero's ability to be stronger than SS Trunks (Trunks saga), I wouldn't put him below SS Trunks (Trunks saga).

Annin rivaled 23rd TB Goku(I think?) so she would probably place at least above Chi Chi and Videl.
I'd like to say Towa is one of the strongest but I don't think we have a clear gauge on her power yet. The Kaioshin of Time and East Kaio are also probably somewhat strong but there is nothing to back up their strength.

There's a difference between literally suppressing and being in a lower form. Goku can be at his full power in base, but not be at "full power" because he's not in his Super Saiyan 4 form.

Kiwi got scared and was run away from Vegeta. He probably wasn't a fighting state of mind thus was even weaker.

Goku moved around Annin's spear action and slapped it out of her hand with little effort then gave her a light jab to the belly which hurt quite a bit when she was human size. Her human size self is probably on par with or weaker than 23rd TB Chi-Chi (though she likely has a huge advantage in the techniques department) but definitely stronger than Videl since that punch woulda killed Videl or knock her unconscious.

Her giant size is hard to judge.
