Between this TV spot and the theatrical trailer, have we even seen a hand-drawn Jaco? Surely they're not using that distracting CG model for the entire film... right?

Alright that's what I thought, you guys are just assuming. I feel like the negativity surrounding the assumption that the animation is "lazy" is affecting perception of what actually IS or IS NOT CGI. I'm a pretty big fan of animation in general and I do not really see much CGI in these scenes. A character who is actually made up of CGI would stand out a lot more. For example... in BOG most of the scenes involving Beerus and Goku, only the background or the special effects are actually in CGI while the characters themselves are drawn normally and inserted over these scenes. It didn't really work because of how jarring it was. The only computer stuff I'm even seeing here is in effects. The motion blurs are added over the animation to give it the illusion of speed and there's some energy attack stuff that's CGI, but actually most of this stuff looks traditionally animated to me. All the scenes in that trailer of Freeza and Goku look traditionally animated and the backrounds don't seem to be CGI either! And of course the explosion at the end is obviously CGI.
I re-watched the other older trailer too (the one here: https://www.youtube.com/watch?v=HdkcNO3YqGY) just to get a better grasp of the animation. The only stuff that seems CGI, again, is the effects and some cloning on Freeza's army to give it the illusion that there are a thousand of them. The rock wall Jaco runs along also is CGI. But nevertheless it seems there's a LOT less CGI then before.
If Jaco IS CGI in that scene, then they did a much better job and at least deserve that credit. I honestly can't tell. If it's traditionally animated that's a lot of frames of animation to make that turn look so smooth. If it's CGI, they blended the look with a cel-shading effect that is far better then whatever they did in BOG. It looks on-model. I think what is most jarring about it is it's a scene that's obviously meant to play up the 3D effect in the movie theater.
But cut the guys a break, maybe it's been awhile since you saw BOG but after re-watching the Beerus fight and then the ROF trailers again it does seem there is an improvement in animation and less use (and jarring use) of CGI. The animation in ROF seems to have more frames of animation then they had before. It really makes BOG look a lot cheaper by comparison.

Also, let's not act like CGI has never been used before. It was used a lot in DBZ Movie 12. To greater effect then BOG, I'll give you that. Let's not pretend it's not something used back in the old days though and like it is automatically a bad thing.

I really don't understand why you people want to know exactly how the movie plays out rather than just waiting a couple months to actually go see it and be surprised.

I hate having movies spoiled for me. Hate it, hate it, hate it. I will almost always go into "media blackout" mode for a week or two before seeing an upcoming movie.
Foreign films make that tricky. Going into "media blackout" mode for months isn't practical. With Dragon Ball, being spoiled is just something that I'm willing to accept.

The animation itself in the new commercial is just bad. Piccolo's Makankosappo is poorly drawn. It's just badly key animated.

It's not really "bad." It's just not as good as it should be given the franchise we're talking about here and the scale of the movie. I'd give anything to have the kind of animation quality (as in the quality of key frames of animation and detail) that we had in the movies of the 90s. Movie 12/13 look so good. As a cel collector, I noticed that cels from that episode tend to rarely have faded line art. It makes me wonder if they hand inked any of the lines on particular cels or anything to make the animation better and save it for posterity (like Disney). Or maybe people just take better care of them! haha. I have noticed though that movie cels and episodes like that seem to have greater care put into the art itself.
A lot of what I like about the old animation will be forever lost because we just aren't going to see cel-animated works anymore. I feel that there's a lifelessness to the colors of the characters now that wasn't present in the old animation. The paint of the cel photographed against the painted background made for a more seamless and "real" feeling. The new stuff looks digitally painted and it stands out over the backgrounds and looks less organic.

Doing it the opposite I've found incredibly patience trying, however, because I already know what it looks like, so the book ends up just being more "here's the source material" when I go about it that way.

People are complaining about the animation, but I don't think anyone dislikes the actual content of the story or sequences. I actually thought it all looks pretty cool. I just felt it was wrongly assumed bad because of usage of CGI, when it's just a combination of less detailed and less impressive key frame animation mixed with the fact that today's digital animation just doesn't stack up. The thing that bothers me the most about modern DB animation is the aura effects when they power up. In cel animation this effect was achieved by using an actual air-brush and spraying the ki effect around the character or on a layer that lays over the character. This looked more natural and organic. Now it just "looks fake" to me. No matter what they do I'll never like the animation now as much as it was in the 90s... but if they had better key frame art it could look incredibly detailed. There are a few sequences where there is almost no detail at all... like when Piccolo falls to the ground. Which makes it look cheap. But, I mean, the art does look a little better then it did in BOG.

Given these films are funded by multiple parties and produced to sell merchandise from those multiple parties, it makes sense. The franchises were fatigued so they took a break. There are other, new franchises that producers can move on to. That 30 second teaser showed just how little we know about this movie.
In terms of Beerus going to earth and getting ready to fight I think it's 1 of 2 things :
1- Vegeta ends up sparing Freeza which leads to Beerus killing him like he wanted.
2- The only thing we know about Freeza's training is that it was for 4 months so maybe he had someone train him and that someone showed himself after Goku lost or while Freeza was losing which lead to Beerus stepping in to even the odds for Vegeta.
