Because it's great even by a tough, professional editor's standards, which means that if you bitch about it you are really a nitpicky fan that will never be satisfied?
I don't know, it would come up as the most likely explanation given the circumstances.
We're VERY lucky that fans weren't able to communicate worldwide during the original
Dragon Ball run and most previous movies, because there are a lot more things that would have made them bitch about everything as if they knew better as the story progressed.
This is the only difference between back then and today: we have the same men doing what they do and telling the story they want, it's just that today fans have become able to instantly scream out loud for any little thing that rubs them the wrong way (sometimes even before seeing what it's like on screen) instead of waiting for it to sink in, and they can instantly reunite to bitch about things, so the whole web world is caught in a whirlstorm of negativity and critisizing everything as if they have a right to decide things better than ALL professionals behind it.
And that's not just for
Dragon Ball, it's for every movie and TV show: fans will really try to teach writers and all others about their job as if they know better, certainly not waiting to see the bigger picture!
The fact that the story and designs are not what you would have done is precisely what makes it interesting to be told a story by someone else.
For example, I would like Goten and Trunks to grow more stylish and mature, but I would never be disappointed if Toriyama doesn't do that with them, much less say "he serves us crap with Goten and Trunks, that's stupid of him not to make them like this and like that".
