If Freeza's first form is 1.37M, it makes sense and doesn't contradict anything. The last time a PL is recorded in the manga was with Freeza's second form at over 1M. The last time a multiplier was recorded was Kaioken x20. Every multiplier and PL after that were fabricated by guidebooks. Discard those, adjust the multipliers a bit and lower everyone's power from what you thought previously and you can still make sense out of this new PL (unless the rumor about SSJ Gohan being defeated by first form Freeza is true).
This also makes Freeza's boost after training not seem that cheap. He doubled his power in his first form and from his first to his true form is already a 220x increase. If we figure that his Golden form functions the same as SSJ, it's another 50x (or whatever multiplier you believe in now) increase on top of that.

Freeza has always been portrayed as a character who, theorically, can survive anything; A destruction of a planet, breathe in vacuum space. He holding himself with that gravity is not really impressive, as already said.

A human being with a power level of 5 is just fine in regular gravity. Freeza's battle power was already x24,000,000 higher than a regular human's. It's also only 137,000,000 pounds/68,500 tons, assuming Freeza weighs 100 pounds (he's tiny, so he might weigh less). These guys can physically push back blunt beams that can destroy entire planets with kinetic energy, so again, not impressive.In what regard?

Vegeta was over 20x stronger in the Trunks saga than Goku was when he stepped on Namek and yet only trained in 3x more gravity and was said to weigh a mere 18 tons.
In the context of the show going from 300x gravity to 1.37x gravity is immense, it's that high that there's probably no chance that it would refer to the gravity.
