1. He spends it on his army
Freeza leads a mighty army of soldiers, having cherry-picked the finest warriors from each planet he conquers...or at least we can presume that it's a massive army that just so happens to be spread out across the galaxy since he only brings about 10 or so troops to conquer Earth and less then 100 troops to Namek (however he seems to have thousands of troops surrounding planet Vegeta so maybe he only brings the amount he needs to deal with each threat) He also has a tendency to not care about their lives and usually brings soldiers because he can't be bothered to fight himself since he doesn't need to, he spends money in this case mostly to arm them (however a lot of the technology he uses is stolen from planets he takes over so I guess he doesn't spend much money on that either...)
2. He spends it on wine
This is actually more plausible than him spending it on his non-paid soldiers, Freeza is seen with a nice glass of red wine on the occasions when he wants to look even more evil than he usually does, since space travel can take the length of a small voyage, it is likely that there is a wine cellar on board his ship so that he doesn't have to travel to whichever planet he's getting it from (quite amazing that there's a planet that not only produces wine but also drinks it out of the same glasses that Earth has...)
3. The money belongs to his father, King Cold
He is the king after all, I wonder how he even started up the entire empire...hell, what happened to his empire after he died? Did Coola take over even though he's non-canon? What happened to all that money? Is it likely that King Cold also spent it on wine? He's also seen with a glass of red when him and Freeza are on their way to Earth.
So who else has a theory as to where all the money's going, or how much money does the Cold Empire even have?
