I would to say Semi-Perfect Cell in a similar fashion to Imperfect Cell against Piccolo and #17.

[In my opinion] Even without the Majin boost, Trunks is slightly stronger, so with the Majin boost he should stomp his father.

Nah, Trunks wasn't that far behind prior to the RoSaT, and given Gotenks' ridiculous increase, you would think the kids got a decent increase.

That's because that's a far more natural interpretation to take, just on the dialogue alone.

Nobody questioned it at all when applied to Tagoma in the manga.

This Gotenks would just be slightly weaker, since Goten would have to lower his power to match Trunks. So, it goes pretty much the same as the manga battle. Super Buu wins.

Are we sure lowering your power actually affects the fusion? Like if Goten and Trunks suppressed down to 5 and fused, would it be the same as two farmers fusing?

Well, as of BoG, the kids get killed. Even base Goku wasn't powerful enough to beat Frieza, as Beerus commented.
