rereboy, that's another scene in RoF that we can take as a reason to count this whole movie as a filler.

I feel you. In a perfect world this would have had excellent direction/filmmaking to go hand in hand with the fun script. Unfortunately they seem to have gone with who they were most comfortable with as opposed to a daring or passionate filmmaker. I'll still watch this over any of the original toei movies any day though, if only for the character interactions and fun ideas alone.
You say like there hasn't character interactions and fun things in TOEI Movies, some of them are flat, but others are really interesting in that aspect like Death Zone, World's Strongest, Cooler's Revenge, Broly, Bio-Broly, Fusion Reborn and specially Wrath Of Dragon
