Pan defeated Dr.Gero in base. And it is much more impressive than anything what anyone besides Goku and Vegeta did in FnF.
Maybe she was, she punched Ruildo in base as well. It is worth noting, that she is the same as Gohan. She becomes really strong when she is in rage. Simple, different timeline. You have Future Trunks timeline, Cell's timeline, the Timeline that goes into BoG and beyond and then the GT timeline. Or you can look at it the way I do. There is the Manga continuity that goes DB > DBZ > BoG > RoF > Super and the anime Continuity that goes DB > DBZ+ the 13 movies > DBGT. That party was filler, it wouldn't have happened without what had happened after word. I still dont think the "side story' shelfing was really in any concious consideration for GT's relevance. I think Toriyama just said it to be humble to the fans who may like it even if he doesnt. I think he ignores it from his own vision but doesnt want to influence the marketing of it within the serial universe. Like when he first heard about Evolution. When really.
